
ADGM Updates Permits Framework with New Rules for Sales, Promotional Activities
New guidance streamlines permit processes, strengthens compliance requirements and enhances consumer protection for businesses.
The Registration Authority (RA) of Abu Dhabi Global Market (ADGM), the international financial centre in Abu Dhabi, has introduced updates to its Commercial Permits framework through new regulations and detailed guidance governing sales and promotional activities.
The revised framework aims to provide businesses, professionals and eligible entities operating within ADGM with greater clarity, regulatory certainty and a more efficient process for obtaining approvals for commercial promotions.
The newly issued Guidance on Commercial Permits for Sales and Promotions sets out clear requirements for businesses, including the types of activities that require permits, regulatory obligations and application procedures through the Access ADGM portal. The guidance is designed to help businesses better understand compliance requirements and navigate the approval process more effectively.
The updated framework introduces a structured regulatory approach for a wide range of promotional activities, including temporary sales discounts, clearance offers, instant prize campaigns, prize draws, product launches and promotional stands. By bringing these requirements together under a single framework, ADGM aims to promote consistency, transparency and fair commercial practices across different sectors.
The changes also reinforce consumer protection measures by encouraging responsible promotional practices and greater accountability among businesses. Under the updated framework, ADGM RA will have enhanced supervisory capabilities to monitor compliance, address potential violations and take appropriate enforcement measures where required.
The revised permit application process is also expected to improve efficiency by clearly defining eligibility criteria, documentation requirements and procedural steps. The streamlined digital process will allow businesses to submit applications more easily and receive approvals with greater certainty.
